First of all salutes to Vikas, Amit ranjan and other fellow researchers who spend their valuable time and effort. Well it seems that this increase is not a gossip at all. So its better to wait. As Mr. Rajesh had said it takes time for any thing to move from table to table in Govt. offices / agencies. Even if the decision  delays we may get retrospectively from April 2010. 

Reg. disclosing private conversations (ref. the hot discussion with secretary) based on appointments with such ppl frm govt agencies... its not that easy/safe... I feel.  At least fellow researchers like Amit ranjan and team do things... we just listen and comment. So they need to take time and compose a statement that wont be offending any one. So it takes time.

May be the partial motive behind willing to give appointments and maintaining clever silence / tricky replies in RTIs, I feel, is that RTIs can be disclosed in forums like this but not all the conversations based on appointments and even if disclosed they can claim that they meant something else as there will be no written evidence for discussions as in case of RTI.

So lets wait... (I am not bothered even if the final decision comes much later but implemented retrospectively frm April 2010 so that I get a lump-sum in arrears... :) )</description>

Amit Ranjan has sent a 4 MB PDF on RTI replies and about a forum. He also said they will get a concrete reply from officials in about 20 days. I am facing a technical error in uploading it here and will do it on Monday.

Dear friends,
After getting response from Respected T. Ramaswami the group of
researchers from AIIMS, JNU, NII, IIT, ICGEB and UCMS meet Dr Milind in DST.
In the corridor we saw Ramaswami sir and tried to enquire about fellowship. There was
hot discussion between us and Mr. Secretary. We will disclose later about discussion. Dr Milind said us for wait some time. We obeyed and decided to wait some times. Friends it is highly condemnable about DST and CSIR as they are not disclosing anything to
researchers. They are fearful about RTI act.

As a sincere citizen of our country we feel there must be reform in Science and
technology so we are coming under one umbrella named Scientific research forum of
India. We have submitted our demand to Mr. Secretary and hope there must be positive
response if he is willing to reform the Scientific System. We submitted some proposal
please see that.
